Bulgarian and Romanian citizens

IND registration for EU citizens is not available to Bulgarians and Romanians as long as restrictions apply on the Dutch labour market. Family members of EU/EEA citizens who are not EU/EEA nationals themselves, cannot register with IND either.

If you fit either of these categories, you may apply for a residence permit. This procedure is called “Application for verification against EU community law (proof of lawful residence)”. As a Bulgarian or Romanian citizen you are not obliged to apply, but you are advised to do so as it can prove useful in a number of situations.

Where and when can I apply?

Application takes place at your regional IND desk by appointment only. Please call IND at 0900-1234561 to schedule an appointment. The application procedure costs € 41.

What do I need to bring?

The application form can be downloaded from the IND website. You must bring the following documents along to your appointment:

  • Documents to support your purpose of stay, such as an employer’s declaration confirming your terms of employment. A standard employer’s declaration is included in the application form. A copy of the (application for a) work permit is also needed
  • Proof of sufficient financial means, such as a mention of your salary in the employer’s declaration.
  • Proof of health insurance
  • Passport or European identity card

Proof of application

At the appointment a sticker will be placed in your passport. After your application has been approved, you will be issued a residence permit card.

Am I obliged to apply?

No, but it might be handy at some point during your stay. You may for example be asked to show your permit when taking out basic health care insurance, a mortgage, or a phone subscription.
